Target group
Any individual who will be working at a height requiring use of fall protection and rescue awareness. **The Competent training portion does not establish the individual a competent person. OSHA defines a 'competent person' as "one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them." By its terms, the definition of a "competent person" compels the employer to select an employee based upon their capability to identify hazards. No course can provide that authority, since it can only be provided by the employer. A competent person is defined in terms of capability.**
