NRSWA Street (Road) Works: Safety, Quality and Compliance

Course designed for those who set or implement policy, manage or supervise staff that inspect, or audit street works, and for those that carry out inspections or audits of ongoing or completed street works.

Candidates are expected to possess sufficient knowledge and experience of the inspection or auditing of street works and have an understanding of the practical application of relevant codes of practice. The primary aim of the certificate is to provide candidates with the knowledge and skills required to inspect or audit ongoing or completed Street Works. Achievement of this HAUC (UK) Certificate ensures a standardised and consistent approach to enforcing street works safety, quality and compliance.

Upon successful completion of this course candidates will be able to: • Understand the legislation and associated Codes of Practices governing Street Works in England, Wales, Scotland and Northern Ireland and be able to describe the high-level differences that exists between the four devolved nations within the UK. • Carry out inspections or audits of ongoing or completed street works and assess safety, quality and compliance against the requirements of: • NRSWA Specification for the Reinstatement of Openings in Highways (SROH /SROR). • NRSWA Safety at Street Works and Road Works (A Code of Practice). • Understand the principles of Street Works permit schemes and the contents of the Statutory Guidance for Highway Authority Permit Schemes. • Understand the Department for Transport (DfT) document "An Introduction to the Use of Portable Vehicular Signals". • Understand the principles of HSG 47, HSG 150 and the CDM Regulations 2015. • Understand the relevant aspects of the Code of Practice for Inspections. • Complete inspection or audit reports following the relevant reporting procedures which may be used as evidence in the event of any escalation, challenge or dispute. • Identify common signing, lighting and guarding inadequacies (high risk and lower risk). • Identify common reinstatement defects, both those "causing danger" and "not causing danger". • Recognise the appropriate methods used to challenge working practices that are likely to result in a poor quality work and/or work that fails to comply with the SROH/SROR and/or the Safety at Street Works and Road Works Code of Practice. • Understand how poorly constructed backfill or reinstatement can adversely affect the condition of the highway. • Identify circumstances where investigatory inspections and/or investigatory works may be required. • Understand the principles of testing and assurance of backfill and reinstatement materials and completed reinstatements. • Understand the principles and contents of the DfT Document "Street Works Inspections (Coring) - Statutory Guidance". • Undertake inspections or audits of street works to ensure that work complies with the permits or notices that are in place. • Understand the potential differences between the NRSWA Codes of Practice and local policies, practices and procedures. • Understand the structure of RAUC for Scotland, NIRAUC for Northern Ireland and HAUC for England. • Understand the current suite of guidance and advice notes applicable in each devolved nation. • Understand the principles of the formal HAUC dispute resolution processes applicable to each devolved nation and be able to satisfactorily escalate disputed inspection or audit results. • Describe the NRSWA accreditation requirements for operatives and supervisors.
