Target group
The HERTL Further Training course is for existing helideck emergency response team leaders who are required to revalidate their OPITO HERTL certification by refreshing and updating their knowledge and skills in aspects of their role that they cannot practice in the workplace. The FOERTL training course is for existing Offshore Emergency Response Team Leaders who are required to revalidate their OPITO OERTL certification by completing training scenarios which they are unable to undertake offshore.
Prerequisites
Delegates must be in possession of a valid OPITO-approved HERTL certificate or A valid HERTL Further Training certificate Or A valid OPITO-approved Helideck Operations Initial Training certificate and a valid OPITO-approved HERTM certificate and a valid OERTL certificate. Delegates must also hold a valid, current offshore medical or possess an operator approved medical certificate. Delegates must be in possession of a valid Offshore Emergency Response Team Leader (OERTL) certificate or a valid Further Offshore Emergency Response Team Leader (FOERTL) certificate
Objective
The aim and objectives of the HERTL Further Training Programme is to refresh elements of HERTL training that cannot be completed in the workplace and updating HERTLs on key changes to helicopter operations, systems, relevant legislation and regulation over the previous 2 years (approx.) The objective of the FOERTL Training Programme is to give delegates the opportunity to practice and be assessed on live fire exercises onshore that they would not be able to conduct in the workplace.
Course content
Leading practical fire and non-fire related incidents (as an OERTL) (1) Delegating tasks to the OERT effectively. (2) Communicating effectively with relevant emergency response personnel. (3) Giving clear and concise instructions to the OERT members during the emergency. (4) Leading the OERT in a clear and confident manner. (5) When safe to do so, directing the OERT members into the incident area – continually assessing how the changes in the emergency could impact on the safety of the OERT members. (6) Conducting dynamic risk assessments throughout the incident. (7) Looking for and responding accordingly to signs of stress in individual ERT members during the emergency. (8) Effectively monitoring breathing apparatus (BA) control. (9) Leading the OERT during non-fire incidents effectively. (10) Leading the OERT during firefighting operations effectively. (11) Conducting missing persons and casualty management effectively during the emergency. Participating in practical fire and non-fire related incidents (as an OERTM) (12) How to select and operate the correct firefighting equipment and media to extinguish different types of fires (13) Breathing apparatus control board procedures (14) How to identify and don the appropriate emergency response PPE required for the OER team member (15) The operation, donning and wearer checks of working duration breathing apparatus (16) Participation in an incident brief (17) Participation as an OER team member in a specified range of fire and non-fire related incidents under the direction of the Offshore Emergency Response Team Leader (OERTL) following safe working practices and procedures (18) Selection and use of correct portable fire-fighting equipment (19) Selection, operation and flushing of foam firefighting equipment (20) Extinguishing of different types of fire and securing the area (21) Effective communication with OERTL and OER team members during an incident (22) The key considerations and actions whilst entering and working in the incident area (23) Correct search and rescue procedures and techniques (24) The correct steps involved in initial casualty assessment and recovery (25) Participation in a post-incident debrief The HERTL Further Training course covers a variety of topics including: • Helideck Emergency Response Team Leader roles & responsibilities • Helideck and emergency response pre-planning and the systems and controls in place • NUI emergency response requirement • Effective communication, delegation and monitoring of a helideck emergency situation • Selection and use of fire-fighting equipment, including fixed fire systems and portable fire extinguishers • Correct use of PPE by team members including breathing apparatus • Search and rescue procedures • Appropriate response to non-firefighting operations during helicopter incident • Incident monitoring and dynamic risk assessments • Ensuring the continued wellbeing of team members
Exam
The learning outcomes of this course will be assessed through practical exercises. Upon completion of the course, delegates will be awarded with an OPITO approved Helideck Emergency Response Team Leader Further Training certificate. Certification is valid for 2 years. Prior to expiry delegates must retake the HERTL Further Training course to remain certified. Following successful assessment of all the course content, delegates will be awarded with an OPITO-approved Further Offshore Emergency Response Team Leader (FOERTL) certificate Certification is valid for 2 years. Prior to expiry delegates must retake the Further OERTL course to remain certified.
